All mounts have the same movement speed increase. Enemies can still attack you while you are mounted. They can potentially injure your mount, slowing its movement speed significantly. After the new FFXIV Patch 2.4 released, i have experienced the new dungeon The Akh Afah Amphitheatre - Extreme and get my Boreas.
